Can you elaborate? In which respect does it not work the same way?

Hmm, I'm not sure what exactly you think could be improved.

The format (3.) is applied unconditionally. What you specify in the
Conditional Formatting dialog (1.) is applied, well, conditionally, and
supersedes the unconditional format (if the condition is true, of course).

The Conditional Print Expression does not affect the formatting at all,
instead it controls whether the respective item should be
visible/printed in the final report or not. If you enter a condition,
and this condition evaluates to FALSE for a given data row, then the
field will not be included in the report (in this row!).
