I have installed Felix Web Console, which has a few configuration

Configuration properties are updated by agents using the ConfigAdmin API to
store
and forward the configuration onto the relevant managed services,
components, etc.
So the ConfigAdmin service does not poll the filesystem for properties,
rather it waits
for agents to supply configuration data (the spec doesn't assume a
filesystem exists)

Peter's FileInstall bundle can act as a simple ConfigAdmin agent:

Just place your properties file in the polled directory with the correct
name.
Perfect. I incorrectly assumed that the config admin service also had an inbuilt agent. Now, I am able to configure the service using the fileinstall bundle.
