Ok, sorry, I think the error is, that no correct Downloadurl is created. On the Site with ending .cgi one can choose a (valid) mirror. On the Site with .html there are no real mirrors and the generated Downloadurls are wrong. E.g.: http://felix.apache.org/site/[preferred]/felix/org.apache.felix.main.distribution-3.2.0.tar.gz
