Perhaps in some cases "Puffin" can be of help to browse FLASH content on
all mobile devices. One of our users made me aware of this alternative
browser.
It is fast and at least provides an idea about the content. Depending on
the content and power of the mobile device it can be fast enough to make
fun.
As far as I understood, the original FLASH content is streamed from a
server farm running FLASH.

Do you develop Flash (swf) or mobile App ?
Adobe doesn't support Flash for Android 4.1 and further (though, it works);
Flash never worked on iOS; but, if you develop Apps, it isn't important for
you.
