Did a bit more testing with some of my other apps after installing iOS 7 on my iPad 2 and it still doesn't exhibit the behavior. It must have something to do with the 4th gen iPad but unless I'm willing to shell out the cash for a new one, I'm going to have to take the wait and see approach on this one, I guess.
