This is a whole philosophy thing...and it goes back to Microsoft Word
for DOS, I believe, if not earlier.
The general philosophy is that structural/style items like indents at
the beginning of every paragraph should be set up in the paragraph
formatting and not keyed in for each paragraph.
If you need some paragraphs indented and some not, then you need to set
up two separate "styles".
I'll admit to not studying styles in LO yet, but it is a very powerful
feature--that few use--in MSO.
