The default state of the checkbox is more open to discussion; personnaly, I'd agree with the default being not checked, because I usually can't reach shortcuts on my desktop anyway; but there is a (probably large?) part of the user that are somewhat lost when their favorite applications are not available directly on the desktop, and those users tend to be less attentive during installation (if they are doing them at all).
