A normal spreadsheet shows thin grey lines between cells.  

There is a "Page Settings" setting for including those thin grey lines on 
printouts, the option is labeled "gridlines" and i think that is set by default 
usually although i could be wrong.

It is difficult to know what to call those thin grey lines because as you 
pointed out "borders" means something quite specific but so does the word 
gridlines.

Anyway it is those lines that vanish in most spreadsheet programs when a few 
adjacent cells are given a background colour.  I don't think there is a way to 
get them back except by using borders and then carefully setting the the 
borders 
weight and width to be the same as the thin grey lines.

You might want to provide more information on
http://bugs.freedesktop.orgthan you gave us though, such as what
operating system you run and maybe
even a sample document that shows the issue. Personally, I just did a quick
test (opened calc, added a border to a cell, then filled it with a
background color) and the border was still there... so is it some special
kind of situation?
