Because a lot of us don't like the way Excel or other spreadsheet programs work which is why we switched to OOo or LO in the first place. Having an option seems a much better plan. However, many people that receive printouts or look at spreadsheets are used to this strange type of behaviour so they probably wont even notice. When you fill cells with a background color the border lines of the cells will disappear.
