Colin, Chapter 9 of the OpenOffice.org Draw Guide has a tutorial on creating an organization chart. The same tools should work in Impress.

By default at the bottom of the window. That toolbar has buttons, among them "connetor" and "flow chart". (You can click-drag the buttons from the toolbar and thus create a new toolbar). Click on a shape/line of your choise. (Release the mouse) Now drag the shape on the document. Well, the rest should be be pretty straight forward: ends of lines can be connected, the right mouse button gives a rich context menu..
