IMO anchoring is best set at characters or as characters. Once the
picture is set, then protect it against unwanted events (options tab).
Anchoring to page is somewhat deconcerting as the user often thinks the
picture won't move from its page and finds that, indeed, it does when a
new page is inserted before (resp. deleted).
In fact, I've always wondered why the default anchoring setting is to
paragraph. A means to set it to character would be a good thing, IMO.
