IMO anchoring is best set at characters or as characters. Once the
picture is set, then protect it against unwanted events (options tab).
Anchoring to page is somewhat deconcerting as the user often thinks
the picture won't move from its page and finds that, indeed, it does
when a new page is inserted before (resp. deleted).
In fact, I've always wondered why the default anchoring setting is to
paragraph. A means to set it to character would be a good thing, IMO.
I think anchoring to paragraph would be fine if it worked properly. The
problem is(/was) that the image won't stay anchored to the paragraph but
flips around different paragraphs. A bug got filed for this some time
ago. https://bugs.freedesktop.org/show_bug.cgi?id=34125
To me Anchor to paragraph should be the same as anchor to character
(being the first in the paragraph). LO 3.4.0. is not fixed but seemed
slightly better with anchor to paragraph and Anchor to character moves
all over the place so is not anchored at all.
