Yes, it is a bug, but possibly one that has been around for a while,
even before LibreOffice was created as a project, i.e. it may be a bug
from the OpenOffice.org code. I certainly remember that setting tab
order was a PITA in form design. I don't remember now whether the Form
Navigator is of any use here, or whether it is just simpler to fiddle
with the underlying XML of the form.
