For a sporadic use >Insert>Special Characters and choose a *Unicode* Font containing the IPA ranges (among the best, the free http://scripts.sil.org/cms/scripts/page.php?&cat_id=FontDownloadsDoulos Doulos SIL or http://scripts.sil.org/cms/scripts/page.php?&item_id=CharisSILfont Charis SIL .
If you type regularly some IPA chars, you can record a short macro for every char (>Tools>Macros>Record a Macro...) and after that record a keyboard shortcut for every of the above macro (>Tools>Customize>Keyboard...). It can take some time with repetitive, though easy procedures. But once it is done, you just type the keyboard shortcut for every char or chars combination you recorded.
