I can only state my personal observations. Described below are the
tasks I performed to control video play. An example video was
retrieved and saved to local hard disk:

This video was renamed, e.g. 'examplevideo.ogv'.

A blank presentation was created

text 'text' was added to slide 1

to slide 2, the video was added using the menu bar 'insert|video and
sound'. Using the dialogue window 'custom animation', the misc.
effects
'toggle' and 'end media' were used

text 'more text' was added to slide 3

It was observed that starting the video is automatic. The video could
be paused and ended using the controls added. Also, it does not seem
possible to navigate backwards in a presentation which includes video
film content. This might be because my computer has low memory, or is
a bug.
