For me, I tend to use Arrow Fonts as the basis of any arrows that I may need. If I need something different, I use one of these arrows in the font[s] and make it an image, then edit it with GIMP.

The only way I can think of is creating circular arrow. You can rotate it by
clicking right mouse button → Position and Size → Rotation. But the effect may
not be the best quality.

Maybe better solution would be to use LO Draw. You can create curves with
arrows there. Or use some effects, like Set in circle. You can later simply
copy and paste it into Writer.

Or use dedicated software, like GIMP or Inkscape. The only drawback is that
you would have to paste it as image, so any changes would have to be done in
software other than LO.
