I'm having a lot of problem in LibreOffice (3.4.4) with the stacking order of form controls. You can right-click any control and select "Arrange->Bring to Front", which is similar to draw objects. However it doesn't seem to have any effect. Using cut and paste, you can alter what control is on top during the design phase, but as soon as design mode is turned off, whichever control was on the bottom ends up on top.
Secondly, in LibreOffice Base specifically, in a form that is bring "run", you can still click on and select other elements of the form that are non-controls.
