What I'm perceiving is that LO doesn't follow the standard Unix "search" hierarchy of first looking locally (~/.libreoffice/3/user/template) and then in /usr/share (the hypothetical /usr/share/libreoffice/3/user/template).

ISTM that such a process would also be of assist to large Windows installations.
