     Beginning with 3.5.0 LO changed the location of the templates to:
~/.config/libreoffice/3/user/template/.
     If you want to use letter.ott as a template, you need to 
  File > Templates > Organize to import the template using the Template
Management dialog. It will place a copy of the letter.ott file in the
~/.config/libreoffice/3/user/template/ folder as well as list it in the
My Templates folder of the Documents and Templates dialog.
