No, not even Base requires any Java to be useful. You can do almost anything with non-Java databases. Just disable Java, create a new database or load the "Bibliography", add queries and draw forms.
I have had no problem using the x86_64 Java 6.0.x and later 7.0.x with several 32 bit applications. Just lucky I guess.
Java applications are neither 32 nor 64 bit. They are "neutral" byte code supposed to run on all virtual Java machines. As far as I understand the matter, Java_64 can not add new components to this 32 bit application. This is another level of integration which requires a 32 bit Java for a 32 bit office suite.
