Ok, thanks. I hadn't installed it yet but cancelled it as soon as I
saw the German in the installer. So I don't know what version the
menus of the installed LibreOffice would've been. Now I've set all my
localization settings to USA/English (including lying about my
location, not happy with that), tried again and the installer spoke
English like it should. I still did the custom install, though, to
disable almost all dictionaries (thanks for the hint).
For the record, I consider it a bug if I specifically download a
version for one language and get another.

I installed the the 3.5.4 msi file on Win XP/pro and Vista. I never got
a non-English language splash.
Are you installing it on a computer that has a non-English default
language in its settings, or a location where English is not the default
language?
It could be something like that, which could cause an auto-language
selection for the splash screen and language in the install screens
instead of the language you are looking to use. That would be a bug, or
was just some feature that is in the install to pick the language used
in the install process that they thought would be best for the user. As
an English user, and the only language I know, I do not have any
experience with non-English installs.
