I haven't tested it out yet but the registration form seems to be at
http://templates.libreoffice.org/@@register
which is a fairly odd address with the double @ in it.

Oh, Sorry. I did not get the templates from the APA website. I'm pretty sure 
they don't make templates.

I got the template I modified from templates.libreoffice.org and 
templates.libreoffice.org won't let me create a user id.

I assume copyright permissions allow use and modification?  Hopefully one of 
the Creative Commons such as CC-by-SA?  The APA people might like to know there 
is an official site for LibreOffice templates.
