Tried it here, and it works for me.

value that does not correspond to the definition, or a cell that is
referenced in the formula contains a text string instead of a number.

So, ensure your cells are all of the custom time type, and you're not
entering, for example, o(oh) or O(OH) instead of 0(zero).
