Like Portable Apps http://portableapps.com/apps/office/libreoffice_portable/ Both/either allow you to install various programs to a usb-stick instead of oonto the machine you are using. So, when you get to a different Windows machine (such as one where you might not have permission to install anything) then you just plug in your usb-stick and there are all those programs ready with your own configurations. Of course non-Windows platforms offer a variety of other ways of using a Usb-stick to make sure you have a system with all your own settings.
