I can confirm I see the same thing using both Internet Explorer 9 and
Mozilla SeaMonkey 2.26.1, on Windows Vista. I've reported on the bug

Robinson Tryon (qubit) has commented on that bug report:
UPDATE: Looks like there is a know issue with the ConCardis system, and we're
working on fixing it. I'll let you know when I hear more.
