I'm using the UbuntuStudio flavor of 14.04LTS with xfce. I always use the OS dialogues rather than LO's.
I just had an occurrence of this problem or a related one. Not exactly the same. I was using Gedit ( a text editor) and I went to 'Save as'. The focus was in the top box, where the suggested filename is written. I didn't like the suggested directory, so I changed the path before changing the filename. This did not remove the apparent focus from the suggested filename (still highlighted in blue) but when I came to rename the file, the focus wasn't there. It had moved down to the file type box, lower right. I tried to repeat this with LO Writer, but it didn't cause the problem. My (vague) recollection is that this problem doesn't bother me with LO.
