I do the same with a table of contents in Ubuntu 16.04 with LO Writer 5.1.4.2 and it works fine. The dialog box for entering the link details is extremely laborious using a mouse and if after selecting the bookmark you don't click 'apply' and then 'close', sometimes you may find you didn't get the right info entered into the 'target' box. As for deleting bookmarks, that is easy. Just click the bookmarks icon (the star) (or use Insert > bookmarks) and the 'Insert Bookmark' dialog box will show you a list of all bookmarks in the document. Highlight the one you want to delete and click the 'Delete' button.
