I'm on the smartphone at the moment, but I'm quite sure the UI does list the conditional formatting existing on a sheet or in a file.
It should be in a specific sub menu item to manage such feature. I clearly remember from my last lessons (I'm a teacher of LO) that there is a dialog window showing them all. Isn't it enough for your need?
