I should also mention that when you create the PDF you create it from
within Libreoffice (File>Export As..), not from the windows print to PDF
or what ever it is called as an employee of ours always seemed to want
to do.

I have choosed no special option for getting this working.
This I could found in export dialog for PDF:
General → Structure → Export outlines
Links → General → Export URLs relative to file system
Links → Cross-document Links → Default mode
Think all this will be the defaoult values because I hadn't ever
changed anything in folder "Links".
