Okay, a working "screen" doesn't help you then. You use the -builtin- startup 
method? You could try to change it to the former "classic" telnet connection or 
ssh. Neither of them need a running daemon, telnetd can stay disabled in 
xinetd.d. For rsh without command it's rshd or also ssh.
