That's what I was about to suggest. For what it's worth, it's in the Emacs manual and FAQ, but it's a long time since I had to deal with it. That may provide a clue to fixing it via the rlogin -8 suggestion, not that it's useful unless someone works on it. By the way, Emacs may lose because of a bad TERM setting too, as in Reuti's report <https://arc.liv.ac.uk/trac/SGE/ticket/819>.
