It can also be a PE or global complex.  The code describes it as a
reservation "level".

I haven't currently got a reserving example to show, but it uses a `G', e.g.

42963:1:RUNNING:1298837349:432060:G:global:Spartan:1.000000

See serf_record_entry and schedd_serf_record_func in the code, and
elsewhere for the use of "level".
