Unless I'm mistaken the start_proc_args command isn't an ancestor of
the job script so environment variables set there won't be inherited
by it.  Depending on how you set things up it might be the ancestor of
an mpd or equivalent process though.

qsub. I was looking for something that lets the PE define an environment 
variable (i.e. by the admin, at configure time).
