In the share tree, "cpu" should mean the number of cpu seconds used by the
job.
To make "cpu" equal to wallclock time in the share tree, you need to add
the SHARETREE_RESERVED_USAGE=true option to execd_params in "qconf -mconf"
Please read the man page for ge_conf (or sge_conf), searching for
SHARETREE_RESERVED_USAGE.
