Use "qdel -f <job id>" - only works as root or sgeadmin user.
If you have jobs in "dr" state, it usually means that qmaster could not contact the execd on the execution hosts that are running the jobs. You might want to check the logs to find out why, and also log onto the machine and make sure the jobs really are gone.
