The man page I've got says "cannot use the cluster" which isn't clear
whether it means submit, schedule or both.  Still while it caught me
out it seems the
current behavior(block submit) is the one I should want as there are
lots of other ways to block scheduling.

Fortunately all the jobs that got started in error seem to be working
OK I just ended up testing things with real user jobs.
