Are you able to do a quick test to see if PE jobs using "$pe_slots" do indeed use the
scheduler "load_formula"?

That depends which version you're talking about. A fix for the bug is
long available freely (courtesy of Univa, whatever people say about them
contributing nothing). At least I assume it's the same bug -- it's not
related to the allocation_rule as far as I know.
Get the current SoGE for that and many other fixes.
