Depending on the setting of "weight_priority" in the scheduler configuration 
you can try (as SGE manager):

$ qalter -p 1024 <wc_job_range_list>

Normal users can't use positive values for it, hence it should be pushed to the 
top of the list if "weight_priority" isn't chosen too small in your setup.
