In Grid Engine you don't have one policy or another enabled but various 
policies that
are given different weights by the scheduler to arrive at an overall priority 
that 
determines pecking order for access to resources/reservations.  As it appears 
you are the admin
you can just change the weight assigned to posix priority versus tickets (the 
heading fair share
comes under) so that posix can beat tickets when needed.   By default the posix 
priority is the same for
all jobs and regular users can only lower it while admins can raise it.
