=> interface IDs (i.e. last 64 bits) and routing prefixes (i.e.
first 64 bits) are managed independently as specified in RFC 2462.
The only detail depending from implementation is where interface IDs
are taken from, in many implementations they are taken from link-local
addresses (any other way is more complex and doesn't work well for PPP).
