This is not universally true. One method of composing an interface ID
is to derive it from the MAC address. It is not required to be the
case.

For stateless autoconfiguration on Ethernets as described above, the
answer is yes. However, if I was running an important server, I would
manually pick an interface ID to assign to my server and continue to use
that ID if I needed to change the ethernet card. This is similar to
what most people do today with IPv4 - they use static IPv4 addresses for
their servers rather than DHCP assigned addresses.
