I haven't studied the RFCs in detail, but I would consider any DNS server
that returns non-A records in the answer section of a NOERROR response to an
"A" query to be broken. Now, the authority and additional sections are
another matter.

You always ask first for AAAA, then A6 if you insist, and finally A address
records.
