I'd change the steps order
1.- Confirm ISP can route IPv6
2.- Upgrade any incompatible firmware on local routers/OS'
3.- Apply for IPv6 address space
4.- Configure local machines with IPv6
5.- Enter AAAA records in local DNS (and PTR)
