If you where announcing 192.88.99.1/32 you would be right, though announcing a /32 is really dubieus :) They _where_ (it got fixed directly) announcing 2002:c058:6301::/48 which really doesn't make any sense. Or are you implying that anyone can just announce a block out of 192.88.99.0/24 and use it for 6to4? Announcements of 192.88.99.0/24 should also be backed up by the relevant entry in the RIPE (or ARIN/LACNIC/APNIC) databases.
