It needs to be a fuseki configuration file for -conf, not just use the daatset .

### This is the assembler for the text dataset ...
:text_dataset rdf:type text:TextDataset;

If you had that in index.ttl, please post the file so we can see what it says.

It was briefly discussed on the dev list.  The conclusion is that what you
are trying to do isn't supported as a pure command line task currently.
You will need to write code or use the Fuseki web server to achieve what
you want
