The problem should be with your software, since it is your software that binds to a port (on your machine - probably to listen for connections from some other software?). If it was a connect problem then maybe it could be SMPP but since it is a bind it is almost definitely your software. Things you could check for: 1. Does your OS require a time period to wait before reopening a port? I read somewhere that some OS's specify some time interval before allowing a repeat connection to be made from the same port to a port on another machine.
2. Are there any zombie processes of your gateway software still running? They could still be using the port.
