I was just playing with it, it appears to NOT do any routing. If I connect 2 instances of the SMPP test application (also on the opensmpp website) and try to send messages from one instance to the other (setting TON, NPI and address), SMPP simulator doesn't appear to route the messages.
That's probably why it isn't working for you.
Is Commercial SMSC's are software program only or is it accompanied by any specific hardwaresFrom what I've seen so far most of them are really just a bunch of applications but in general you can't just buy a pile of disks that you install on your own machine. That's not really a technical issue, it's just how SMSC's are sold I suppose.
You still need to talk the appropriate protocols though, if you need to connect to a GSM network you need to have protocols like SS7 for which you do need hardware.
