sending logos & ring tones !!

Hi   I would like to be able to send ring tones & logos to different kind of mobiles through a web site where the user selects his/her mobile phone and the logo/ring he/she wants. Does this kind of interface exist ? Do I have to programme one ? If yes, how where can I find a documentation ? Did anyone of you lot develop or use this kind of inter face ?   Please help, I am stuck !!
