You actually don't need kannel for this if you already have the phone setup to connect to the wap gateway of for example your mobile provider. Or take the PPP settings of your internet provider and use a public gateway like http://www.waptunnel.com/. The dynamic IP address issue can be solved by using http://www.dyndns.org/. If you would like to use your own gateway by setting up kannel. You should set it up to listen on an IP address that can be reached from the dialin point you would like to use on your phone.
