But with 1.3.1 on Linux 2.4.20, I see the following:

Those using 1.3.2: Do you see the same thing?
I don't know if this is something I should be worrying about.
this is _intended_. This is a "compatibility breaker" change from 1.3.1 to 1.3.2.
Always(!) read the NEWS file for new versions and see if "behaviour changes" are documented there. Which in this case is. See
http://www.kannel.org/download/1.3.2/NEWS-1.3.2
and search for the (!!!) in the compatibility breaker section.
